This is essentially the HK style milk tea with condensed milk added for sweetness (as opposed to sugar).
The Cantonese name for it is "Cha Chow" [茶走], which literally translates as "tea go". The origin of this that, decades ago, some 'foodies' feared that adding sugar to milk tea would cause phlegm (erm, ew). They would ask for the sugar to not to be added, and to be replaced with condensed milk instead. Apparently, condense milk does NOT cause phlegm.
I don't always drink milk tea, but when I do drink milk tea, I drink 茶走.
